Unusually high GPU use in Game (Debug view reports otherwise)

(F3 -> GPU% use) In Game GPU use is consistent between 7%-11%.
(Task manager)     Reports 94 - 97% from the OpenJDK.

This might be:

• a problem in the F3 view which calculates GPU usage differently or has a different meaning to the task managers GPU % usage.
• a problem with the OpenJDK itself (97% CPU usage seems quite unusual for a 3090).
• a problem with Nvidia's drivers
• maybe something in the configuration on my side..
