Suspicious Sand custom item issues

When sifting an item out of suspicious sand, it does not stay enchanted. 

 

Steps to do.

1. Place a suspicious sand.
2. Use a command block and put in 

   /data modify block -1950 67 13 item set value {id:"minecraft:player_head",Count:1b,tag:{display:{Name:"{\"text\":\"Evan\",\"color\":\"yellow\",\"italic\":false}"},HideFlags:3,Enchantments:[{id:"minecraft:unbreaking",lvl:1s}],SkullOwner:{Id:[I;727833187,1150304695,-1700202703,1140948001],Properties:{textures:[{Value:"eyJ0ZXh0dXJlcyI6eyJTS0lOIjp7InVybCI6Imh0dHA6Ly90ZXh0dXJlcy5taW5lY3JhZnQubmV0L3RleHR1cmUvZWQ3OWY3YjAyMjI2OTdlZjMyMWRhNTZlMDI0ODhkN2RkOTA5MzllMjQ0MDZiYWFiODA5ZGI0MzQ4MDkwYTE0MCJ9fX0="}]}}}}

1. When I go to sift it, I do not see the enchantments.
