Blocks broken next to tall seagrass doesn't create flowing water

This was tested for and affects both 1.19.3 and 23w06a.

Steps to Reproduce:

1. Create a 1x2x1 chamber for double tall seagrass in water, surrounded by blocks. (See images)
2. Break any wall that is containing the seagrass

Observed Results:

Water doesn't flow out into the walls that were broken around it.

Expected Results:

Water flows out, like it normally should.
