Shulkers don't visually open when riding a moving vehicle

How to reproduce

1. Make a track like the setup in the attachment
2. Run 

   /summon minecart ~ ~ ~ {Passengers:[{id:"minecraft:shulker"}]}
   

3. Set your gamemode to survival nearby and watch how the sound of the shulker opening and closing is heard but it doesn't actually open to the player

Note:
This is also seen with players moving shulkers on a boat
