Sound events using amethyst step sounds have inconsistent sounds

Observed behavior

• block.amethyst_block.fall and block.amethyst_cluster.fall has 1–12 and 14 (missing 13)
• block.amethyst_block.hit and block.amethyst_cluster.hit has 1–12 (missing 13 and 14)
• block.amethyst_block.step and block.amethyst_cluster.step has 1–14 (missing none)

Expected behavior

All of the above sound events should have 1–14
