Painting variants not available in survival mode appears in the wrong creative inventory tab.

Painting variants not available in survival mode should not need to be restricted to operators only, but they are appears in the  "Operator Utilities" tab of the creative inventory.

Given that non-operators can obtain Potion of Luck, Player Head, etc. from the creative inventory, just because it's not available in survival mode is not enough reason to restrict item obtaining to operators only.
