Unable to craft a crafting table with bamboo mosaic

I could make a crafting table with bamboo planks, So I thought I could make a crafting table with bamboo mosaic.

But I couldn't make a crafting table out of bamboo mosaics.

Is it a bug? Or is this intentional?
