The Resource pack failed to load and I am stuck in using the default resource pack

I tried to load custom resource packs into the Minecraft platform, I wish to use external resource packs for my single player world but it failed to load properly in-game and have an error message pop up after I have chosen them. I tried to load in a resource pack that is designated for the newest version of the game, however, it still failed to load even I just load one of them from the available list. The problem still arise after I restart my PC. However, if I only load in the built-in programmer art resource pack, the game still able to load it smoothly without errors. In other words, I am stuck in using the default and the programmer art texture pack which are embedded in the game.
