Podzol from Old Growth Pine/Spruce trees can generate underwater

Seed is 7372923413998997485, coordinates are (246, 64, 294)

While I haven't checked the code, I'm relatively sure this occurs because the alter_ground tree decorator doesn't check to make sure the podzol is not underwater.
