The panorama doesn't spin while the onboarding menu is open

The Bug:

The panorama doesn't spin while the onboarding menu is open.

Steps to Reproduce:

1. Open options.txt and set the "onboardAccessibility" option to "true".
2. Launch the game and watch the panorama closely.
3. Take note as to whether or not the panorama spins while the onboarding menu is open.

Observed Behavior:

The panorama doesn't spin.

Expected Behavior:

The panorama would spin.
