Transparent blocks below a single water block reduce light level for each block

If there is a water block with transparent blocks, like air glass, leaves, or ice underneath, the transparent blocks will reduce the light level by 1 each block. The correct behaviour would be for only water blocks to reduce the light level by 1.

Edit: After further testing, the same thing goes for ice and leaves.
