Villagers Unable to Pick Up Food Items

Vanilla Minecraft with cured villagers, no mods, attempting to engage in villager breeding to not have to cure more villagers, and the villagers cannot pick up their normal food/crop items (Potatoes, Carrots, and Bread were attempted). Copied the world and spawned fresh villagers and the issue continued. Other pre-1.19.3 worlds seem unaffected. Pathfinding fully operational, villagers will just stare at the items until they de-spawn. No mixture of blocks or items seem to change this outcome. Full system shutdown and bug scans were attempted with no success.
