Raids being triggered but no pillagers are spawned

Raids will trigger, however there is no horn sound, and no pillagers are spawned. My sounds are all up, and there is still no horn sound. I've also used spectator mode to fly around underground and there is no pillagers anywhere within my render distance (12 Chunks).
