Camels' ear-wiggling animation isn't simultaneously displayed for all clients

The Bug:

Camels' ear-wiggling animation isn't simultaneously displayed for all clients.

Steps to Reproduce:

1. Get two players and label them "Player A" and "Player B".
2. Have any player summon a camel by using the command provided below.

   /summon minecraft:camel ~ ~ ~ {NoAI:1b}

3. Get both players to look at the ears of the camel and take note of when they wiggle.
4. Have both players compare their results.
5. Take note as to whether or not camels' ear-wiggling animation isn't simultaneously displayed for all clients.

Observed Behavior:

Camels' ear-wiggling animation is displayed at different times for each client.

Expected Behavior:

Camels' ear-wiggling animation would be simultaneously displayed for all clients.
