NBT depth limit can be exceeded by "set_nbt"

The bug

The item modifier function set_nbt can create an NBT with a depth that exceeds the NBT depth limit (512) introduced in 1.19.3 Release Candidate 1. Note that the same can be done with the copy_nbt as well.

How to reproduce

1. setblock 0 0 0 dispenser{Items: [{id: "stone", Count: 1b}]}

2. Create an NBT with a depth of 1028

   item modify block 0 0 0 container.0 mc-258479:set

   → Replaced a slot at 0, 0, 0 with [Stone]

3. Check if the NBT was created successfully
