Reigniting a nether portal after extinguishing it with a splash water bottle too quickly extinguishes it again

MC-257592 was fixed in 1.19.3 but with a new bug. If you reignite the portal again too quickly, the portal will turn off again. You need to wait a little bit. To reproduce build a nether portal, then extinguish it with a splash water bottle and then quickly reignite it again. It will instantly turn off. If you then do it again, it stays lit.
