Dispenser does not drop Mob Head when player is not in front of it

Repro Steps:

1. Launch the title.
2. Create New World on Creative Mode.
3. Obtain Dispenser, Button and Mob Head.
4. Place Dispenser and place Mob Head inside.
5. Place button on Dispenser
6. Stand in front and use the button. Note that you are equipped with a mob head.
7. Stand away and use the button. Note that the item does not drop.
8. Observe the issue.

Observed Results:
Mob Heads does not drop from Dispenser - disparity with Bedrock.

Expected Results:
All Mob Heads can be dropped from activated Dispenser - parity with Bedrock.
