Sugarcan wont grow

What I expected to happen was...:
Sugar can should grow 3 or 4 blocks high and it should grow when you use bone meal

What actually happened was...:
The sugar can only grew 2 blocks high and it wouldn't grow when I use bone meal

Steps to Reproduce:
1. Put down sugar can on sand or dirt next to water
2. Let it grow
3. Only grew two blocks high
