Horses breaking leads/unable to jump

When leading a juvenile horse/mule/donkey, the lead will be broken and dropped when attempting to lead over 1 block height, as the juveniles cannot jump.

Steps to Reproduce:
1. Attatch a lead to a juvenile horse/mule/donkey
2. Attempt to lead over a block
3. Lead will stretch, and then break, dropping next to the animal
