Fillbiome command: Snow & Ice generated by a cold biome does not melt when setting the biome to a warm type

Reproduction: 

 

Start in a plains biome with water near by

Set the surrounding area to snowy plains

Set weather to rain

Allow snow to build up and water to freeze

Set biome to desert

Observe snow & Ice doesn't melt
