Turtles have bad behaviours while breeding

This issue relates to my another ticket MC-222796. Also relates to MC-137306.

Turtles still have bad behaviours while breeding.

Though the issue of "turtles can breed multiple times per breeding cycle" has been fixed, some relative problems still exist.

How To Reproduce:

1. Fed 2 turtles normally.
2. Fed another 2 turtles immediately.
3. Waiting for their breeding.

Bad behaviours including:

• The third turtle moving to the second turtle after fed the third sea grass.
• One of those turtles can digging sands too fast.
