The firework rockets are quite separated to other explosives (even though rockets do not generate fire), namely: Flint and Steel and Fire Charge.

 

A personal adjustment would be:

 

Book and Quill, Flint and Steel, Fire Charge, Firework Rockets (1, 2, 3), Elytra, Saddle, etc.

This way the transportation theme stays consistent
