The Bug:

The "Data Collection" button in the telemetry menu displays its hover text regardless of the position of the cursor.

Steps to Reproduce:

1. Navigate to the "Options" menu and hit the "Telemetry Data" button.
2. Hit the TAB key four times in order to select the "Data Collection" button.
3. Move your cursor around and watch it closely.
4. Take note as to whether or not the "Data Collection" button in the telemetry menu displays its hover text regardless of the position of the cursor.

Observed Behavior:

The "Data Collection" button displays its hover text regardless of the position of the cursor.

Expected Behavior:

The "Data Collection" button would only display its hover text if the cursor is held over the button.
