Texture Glitch/Missing 1.12.2 and older

The game is missing basically most/all textures. Text is replaced with blocks. I have included a few screenshots as it's extremely strange and hard to explain. I have the latest Windows OS, graphics card drivers, and java version. I have experimented with the versions, and it appears to happen on versions 1.12.2 and older. 1.13 and newer run perfectly fine.
