When I put 9 Bamboo sticks on to a crafting table It won't craft into a block of Bamboo sticks

The Bamboo sticks when you have 9 of them and put them all in order should craft the block of bamboo sticks

 

How to reproduce:

Step 1: Get 9 Bamboo sticks

Step 2: Get a crafting table and put them all on

Step 3: Put the bamboo sticks in order and try to craft it and it won't be there
