Superflat Worlds can use Disabled Blocks

Although the method in MC-256990 was fixed, there is still another way to reproduce this.

Steps to Reproduce:
1) Enable the datapack containing the 1.20 features
2) Edit the Superflat World's layers for 1.20 blocks
3) Disable the datapack containing the 1.20 features again
4) Create the world
