Minecraft keeps refreshing

What I expected to happen was...:
I expect to be able to type in commands in chat and to be able to scroll down to the bottom of the creative inventory.

What actually happened was...:
As I type in the commands chat, Minecraft refreshes and deletes what I have previously typed in. When I am in my creative inventory and I go to scroll down to the bottom of the list, minecraft refreshes and brings me back to the top of that list. These happen every time I go for a block or try to type in a command.

Steps to Reproduce:
I don't really know if this happens to me or if it happens to other people. I don't even have to do anything for minecraft to refresh.
