Turtles unable to pathfind under top-half slabs

Summary:

Turtles become unable to pathfind when travelling under top slabs.

Steps to reproduce:

1. Place 4-6 top slabs in 2x2 or 2x3 configuration.
2. Lure turtles under the build with seagrass.
