You aren't prompted to save your chat reports as drafts while only having report categories inputted

The Bug:

You aren't prompted to save your chat reports as drafts while only having report categories inputted.

The 22w43a changelog states that:

When exiting the Player Reporting screen, the report can be either discarded or kept as a draft

(that is if the chat report is not empty), however, this isn't the case if the player only has a report category inputted. To get a visual understanding of this issue, I've attached two videos that show the difference in behavior depending on what fields of the chat report are inputted before closing the menu.

Steps to Reproduce:

• Join a multiplayer world with another player online and get them to type in chat.
• Begin making a chat report for any of their messages but within the report, only input a report category.
• Close the player reporting menu by pressing the "Back" button.
• Take note as to whether or not you are prompted to save your chat reports as drafts while only having report categories inputted.

Observed Behavior:

You aren't prompted to save your chat reports as drafts.

Expected Behavior:

You would be prompted to save your chat reports as drafts.
