References to chat reporting in singleplayer

When hovering over the grey indicator bar displayed next to system messages, the text "System message. Cannot be reported." is shown. This text is still shown when in singleplayer, despite the fact that Socal Interactions features are not available in singleplayer, so the reference to chat reporting doesn't make sense.

Steps to reproduce

Run the following command in a singleplayer world:

/tellraw @s "This is a system message"

Observed behaviour

The message status indicator tooltip mentions that the message "cannot be reported".

Expected behaviour

The tooltip would not mention chat reporting.
