[MC-256690] Camels attempt to stand up when blocks are placed over them, causing them to take suffocation damage if blocks are at eye level

A camel will attempt to stand up while blocks are over top of them, causing them to take suffocation damage if blocks are at eye level.

Steps to reproduce:

Open a world with 1.20 experiments enabled
Place a block two blocks above the ground (where the camel's eye level is when standing)
Summon a camel directly underneath it with the following command:
```
/summon minecraft:camel ~ ~ ~ {LastPoseTick:-1L}
```

Wait for camel to attempt to stand
Notice how camel stands up and starts suffocating
