Blocks do not place directly against Chiseled Bookshelf without shift

Placing blocks against the chiseled bookshelf does not behave the same way as other non-GUI function blocks.

What I expected to happen was...:
Clicking on a chiseled bookshelf with a block would place that block against the chiseled bookshelf. Similar to how clicking on a cauldron or composter would place a block unless using the appropriate item.

What actually happened was...:
Blocks do not place. It's as if the game assumes you're always trying to use a book. 

Steps to Reproduce:
1. Place down chiseled bookshelf
2. Attempt to place any block while bookshelf is selected with the cursor.
