Non-controlling passengers can make camels dash

The Bug:

Non-controlling passengers can make camels dash.

Steps to Reproduce:

• Summon a camel and equip a saddle onto it.
• Get two players and label them "Player A" and "Player B".
• Have "Player A" mount the camel to become its controlling passenger (the passenger that's responsible for the movement of the camel).
• Get "Player B" to mount the same camel.
• Get "Player B" to attempt to make the camel dash by pressing the space bar.
• Take note as to whether or not non-controlling passengers can make camels dash.

Observed Behavior:

Non-controlling passengers can make camels dash.

Expected Behavior:

Only the controlling passengers would be able to make camels dash.
