Explosions above the world build height cannot break surrounding blocks

If you put a creeper or TNT (dispenser) above max world height, then they will not blow up surrounding blocks.

Steps to Reproduce:

1. Set a block at world height:

   /setblock ~ 319 ~ dirt
   

2. Spawn a creeper, or place TNT
3. Light it with flint and steel
   → No blocks are broken
4. Place a block at y = 318 now
5. Repeat steps 2 and 3
   → Blocks are broken
