Music volume slider can be set to 0%, but can also be set to OFF

I turned down my Minecraft music to listen to other music (not saying I hate the Minecraft music), and I set it to 0%. I knew that didn't feel correct, so i turned it down one more pixel. And, of course, it said 'OFF', even though 0% and 'OFF' are basically the same thing.
