Lucky of the sea

I have Lure 3 and also Lucky of the sea 3 in my fishing rod. I have tried many times to fish in water where the biome is beach and river biome, for some reason the beach biome has a bad effect on lycky of the sea Enchant. When I fish in the river biome, I get Enchant stuff, but not in the beach biome.
