The toast that appears when disabling the narrator has its bottom half cut off

Using Ctrl+B to disable the narrator (doesn't happen when enabling or changing what will be narrated) shows half a toast on the screen.

How to reproduce:

1. Use Ctrl+B to enable the narrator and switch to Narrates System.
2. Use Ctrl+B once and look at the toast.

What I expected to happen was:

A full toast would appear with no text on the bottom line.

What actually happened was:

The empty line was cut off the toast.
