Goats not attacking players when standing on slabs

According to the wiki, goats are supposed to target non-moving entities for a ram attack every 30 seconds to 5 minutes. This is true if they are standing on a block that is 1 tall. If the goats are standing on a 0.5 block they will not attack players.
