/worldborder center message uses OS locale specific number formatting

Steps to Reproduce

1. Set OS locale to Persian
2. Run dedicated server (client crashes in 1.19)
3. Run the following command on server console: worldborder center 0 0
4. Check the command feedback message

Expected Result
The message says Set the center of the world border to 0.50 0.50

Actual Result
The message says Set the center of the world border to 0.50 ???? (mojibake'd)
