Wolves don't get wet when splashed with splash water bottles

The Bug:

Wolves don't get wet when splashed with splash water bottles.

Splash water bottles act as water and this is evident through the triaging of MC-189911, MC-222116, MC-146350, and MC-166423. If we focus our attention on MC-166423, this implies to us that splash water bottles are supposed to be able to interact with entities where necessary. Since these items affect endermen but not wolves, this introduces an inconsistency.

Steps to Reproduce:

1. Obtain a splash water bottle and summon a wolf by using the command provided below.

   /summon minecraft:wolf ~ ~ ~

2. Splash the wolf with the splash water bottle.
3. Take note as to whether or not wolves get wet when splashed with splash water bottles.

Observed Behavior:

Wolves don't get wet.

Expected Behavior:

Wolves would get wet.
