Wolves with NoAI can get wet

The Bug:

Wolves with NoAI can get wet.

This could be intentional, however, due to MC-176081 being considered a bug, this leads me to believe that wolves with NoAI should not be able to get wet when coming into contact with water.

Steps to Reproduce:

• Summon a wolf with NoAI.

• /summon minecraft:wolf ~ ~ ~ {NoAI:1b}

• Place a water bucket at the wolf's position.
• Watch the wolf closely.
• Take note as to whether or not wolves with NoAI can get wet.

Observed Behavior:

Wolves with NoAI can get wet.

Expected Behavior:

Wolves with NoAI would not be able to get wet.
