Insta-mining ice with Conduit Power plays "block.glass.hit"

When I insta-mine ice in a frozen ocean, it only plays "block.glass.hit" instead of "block.glass.break".

 

Steps to reproduce:

1. Give yourself an insanely high level of Conduit Power: /effect give @s conduit_power 1000000 255 true
2. Mine ice with an enchanted netherite pickaxe
3. Notice there is only a few particles and no glass breaking sound is played
