Locate command can display blocks away from structure incorrectly.

Locate command can incorrectly display number of blocks from structure.

What I expected to happen was...:
I thought it would display how many blocks away I was.

What actually happened was...:
The command output text told me I was 0 blocks away.

Steps to Reproduce:
1. Enter a world. (I was on seed 3775950183015369324)
2. Locate nearest stronghold and teleport to it.
3. Teleport 100000 blocks in both the x and z axis from current position. (/tp @s ~100000 ~ ~100000)
4. Run locate command again.
5. If you get the real number, repeat from step 2.
