Buried Treasure Maps appear empty

Buried treasure maps appear as empty maps, and when i right-click to fill the map, it turns into a regular map

What I expected to happen was...:
that i would get a filled buried treasure map from the chest

What actually happened was...:
that i got an empty map that does not tell me where the buried treasure is

Steps to Reproduce (no cheats):
1. Create a world
2. Find a shipwreck with the map chest
3. Take the buried treasure map

Steps to Reproduce (cheats):
1. Enable cheats
2. Write the command /loot spawn X Y Z loot minecraft:chests/shipwreck_map
3. Take the buried treasure map
