Using "/execute as (player name) run say" can be used as a exploit to frame a person in chat reporting

While watching phoenix sc's chat reporting stream he found out that using the command "/execute as (player name) run say" will cause the game to think that the other player in the server said that message but in reality it was the phoenix sc. This could be used as an exploit to falsely report a person in chat report
