Chat Reporting can be abused to frame people using /execute as @p run say

Admins can use the command:
/execute as <playername> run say <bad text here>
to create a violation that can be banned. In the chat selection for the report, this message which was sent by the admin shows as a message the framed person sent. 

Basically you can frame people when you have access to the /execute command.
