Warden can't spawn underwater

So, I made a deep dark only world and explored a ancient city. I found a aquafier (I think you pronounce them like that) and i activated a shireker underwater. I only heard a roar, but no warden. Also that roar isn't affected by the game sound, and it's pretty loud.
