Crash at launch: Error code -1073740791 on 1.19

My Minecraft game is not launching for version 1.19, when I click Play from the Minecraft Launcher the launcher disappears for a while but then reappears with Error code -1073740791. The Minecraft game window itself never appears. I have tried reinstalling many times, both the Launcher (through both Xbox app and the downloadable .exe) and the game (deleting the .minecraft folder every restart). I created a new installation for version 1.18.2 from the Launcher and it runs just fine. I also have the same issue when trying to launch the 1.19 snapshot.
