Goat Horn Cooldown Prevents Player Interaction

If you are holding a goat horn on cooldown, you cannot interact with chests, furnaces, or other interactive blocks. I tried to interact with a furnace, chest, and hopper, but I did not try other interactive blocks. I assume the result is the same with all interactive blocks and other items with cooldowns.

EDIT: This will also cause doors to immediately close after you try to open them with a goat horn on cooldown, as if you had right clicked on the door twice.

Steps to reproduce
1. Equip and use goat horn
2. Attempt to interact with a chest or another interactive block.
