Wandering Trader Not Spawning Flat World

I created a new flat world in release 1.19.0 and have slowly updated through to 1.19.1 RC. However, I've never had a wandering trader spawn and I'm on day 64. I haven't played much on a survival flat world so I'm not sure if this is normal or not, so I'm only going by experience in default survival worlds. I'm pretty much staying in 1 village.
